This is a translation of the article, below this one, published in Greek, on August 3 - a day before the start of the US-Africa summit. This free translation, made in late September, has minor adjustments and additions.
This week (4-6 August 2014) president Obama has guests : the leaders of Africa. Almost all of them. The US is organising such a summit for the first time.
Most of the guests will of course be black, like the host and hostess. When they all gather at the White House, the spirit of Thomas Jefferson and of his slave Sally Hemings will stand next to them, deeply moved.
Recently everybody is interested in Africa. Africa is big. It's Area is bigger than that of the US, the EU, China and India all put together! It has 70% of the uncultivated arable land of the planet and 60% of its raw materials. It has always been big and resource rich, however. What has changed recently?
Thomas Piketty forecasts that in the 21st-century Europe will grow by 1% to 1.5%. The performance of China and Japan and of the rest of the world is expected to be relatively slow. The most likely exception will be Africa and especially sub-Saharan Africa. It has a long distance to cover, to catch up with the rest of the world. Africa has today a population of 1 billion, it will have a population of 2 billion in 2050 and 4 billion in 2100. By the year 2050, the urban markets of Africa will be twice as large as those of Europe (including Russia) and by the year 2100 five times bigger!
Washington’s policy towards Africa is transparent. President Obama has already met, on July 28, with hundreds of African businessmen and he's inviting the leaders of Africa, to Washington, for "business".
The protection of property and business is a first priority, the protection of democracy and human rights is second. A red line : the security of Israel. West-friendly, business-friendly "democracies" can hope for economic, diplomatic and military assistance, the cancellation of debts, the support of the World Bank and of western media etc. "Bad" countries, like for example Zimbabwe, which distributed the land of white settlers to dispossessed blacks or the Sudan which refuses to recognise the State of Israel, have not been invited to Washington. Sisi' junta, in Egypt, had initially been excluded, because it had not been recognised by the African Union. After its recognition, it will be present, along "liberated" Libya!
The above rather well known facts should not overshadow the visible progress towards greater caution, consent and cooperation. The intervention into Libya, with it's tragic internal and international consequences, took place with the consent of the Security Council of the United Nations and all the African Union. The stabilisation of eastern Congo (Kinshasa) was achieved with unanimous decisions of the Security Council and the withdrawal of long-standing Anglo-American support to Rwanda. The numerous initiatives against Sudan remain - more or less - within international law and until now no intervention, of the kind seen in Irak, Libya or Syria, has been attempted. The campaign of the African Union against Somalian extremists may be “mercenary” but does give a voice and some influence to Africans. French interventions in Mali and the Central African Republic have taken place at the invitation of legitimate governments and with the approval of regional and international organisations.
Despite the open wounds of wars that are still haemorrhaging and the expansion of terrorism and counter-terrorism, the overall situation of the continent - of sub-Saharan Africa in particular - has improved dramatically in the last few decades. There is no military confrontation between the great powers and the casualties of the existing conflicts are in thousands rather than millions. Pres. Obama is inviting the African leaders to Washington for economic “business”, and not for war. And of course it is “business” that attracts the Chinese, the Indians, the Brazilians, the Turks and… the Europeans!
We all know of course that these miserable third worlders… invest without principles. They do not dictate to Africans how to rule their countries. They are not raging about freedom, the environment, the rights of women, children or homosexuals. And soon the bricks, amongst them, will have their own investment bank!
According to the Brookings Institution, however, the first country that ignores “good governance”, in its investment decisions, is France, followed by the United States and China who get the exact same grade. And according to UNCTAD the largest investor in Africa - by a large margin - is not China but the European Union. If you exclude the EU in order to see only individual countries, first is the US, followed by France and in third place the United Kingdom.
Nevertheless China has significant influence because it undertakes, without conditionalities, risky investments that others shun and because it is the first trading partner of Africa. China needs the raw materials of Africa and Africa needs the low cost industrial products of China. Their trading needs are compatible and complementary unlike other parts of the world (e.g. Russia) whose trading needs are sometimes competitive with Africa’s.
In investment and in trade, Africa remains a very small player in the world economic stage. US investments, in Africa, represent less than 1% of American investments abroad. It is only the dynamics of the last 10-20 years that allow us to think that Africa’s position may change in the 21st century and this is changing the attitude of global players towards Africa, both private and public, including the US government.

- International demand for raw materials and especially Chinese demand and Chinese investments, with no conditionalities, have improved the bargaining position of the continent.
- Africa has made political progress. There are fewer wars and dictatorships.
- Africa has made social progress. Hunger, disease and illiteracy are dropping.
- The volume of foreign investment, in Africa and its share of world trade are still small but they are increasing very fast.
- Suddenly everybody can see that in the 21st-century Africa will most probably be the fastest growing area of the planet.

Αυτή τη βδομάδα (4-6 Αυγούστου) ο πρόεδρος Ομπάμα έχει καλεσμένους στην Ουάσιγκτον. Έχει καλεσμένους τους ηγέτες της Αφρικής. Σχεδόν όλους. Η πρώτη σημασία αυτής της συνάντησης κορυφής ΗΠΑ- Αφρικής είναι η συμβολική. Οι ΗΠΑ κάνουν κάτι τέτοιο για πρώτη φορά. Και βέβαια οι καλεσμένοι θα είναι στην πλειοψηφία τους μαύροι, όπως ο οικοδεσπότης και η οικοδέσποινα. Όταν θα μαζευτούν όλοι τους στον Λευκό Οίκο, θα σταθεί κοντά τους, με κάποια συγκίνηση, το πνεύμα του Τόμας Τζέφερσον και της σκλάβας του Σάλλυ Χέμινγκς...
Τελευταία, όλοι ενδιαφέρονται για την Αφρική. H Αφρική είναι μεγάλη. Η επιφάνειά της είναι μεγαλύτερη από των ΗΠΑ, της Ε.Ε., της Κίνας και της Ινδίας - όλων μαζί! Και έχει το 70% των καλλιεργήσιμων ακαλλιέργητων εκτάσεων της γης και το 60% των πρώτων υλών της!
Αυτά όμως τα είχε και πριν. Τι έχει αλλάξει πρόσφατα; Πέντε πράγματα:
1. Η παγκόσμια και ιδιαίτερα η κινεζική ζήτηση πρώτων υλών και οι κινέζικες επενδύσεις "άνευ όρων" έχουν βελτιώσει τη διαπραγματευτική θέση της ηπείρου.
2. Η Αφρική έχει κάνει πολιτική πρόοδο. Οι πόλεμοι και οι δικτατορίες έχουν λιγοστέψει.
3. Η Αφρική έχει κάνει κοινωνική πρόοδο. Η πείνα, οι αρρώστιες και ο αναλφαβητισμός μειώνονται.
4. Ο όγκος των ξένων επενδύσεων προς την Αφρική είναι μικρός, αλλά έχει σχεδόν δεκαπλασιαστεί από το 2000.
5. Ξαφνικά όλοι διακρίνουν ότι στον 21ο αιώνα η Αφρική θα είναι πιθανότατα η γρηγορότερα αναπτυσσόμενη περιοχή του πλανήτη και το γεωπολιτικό της βάρος θα πολλαπλασιαστεί.
Ο Τομά Πικεττύ προβλέπει ότι στον 21ο αιώνα η Ευρώπη θα έχει ρυθμούς ανάπτυξης από 1% έως 1,5%. Χαμηλές θα είναι και οι επιδόσεις της Ιαπωνίας και της Κίνας και σχετικά αργή η παγκόσμια ανάπτυξη. Η πιθανότερη εξαίρεση θα είναι η Αφρική -και ιδιαίτερα η ΥΣΑ, η υποσαχάρια Αφρική- που έχει να καλύψει την μεγάλη απόσταση που την χωρίζει, σήμερα, από τον υπόλοιπο κόσμο. Η Αφρική έχει σήμερα πληθυσμό ένα δισεκατομμύριο και θα έχει 2 δισ. το 2050 και 4 δισ. το 2100. Μέχρι το 2050 η αγορά των αφρικανικών πόλεων θα είναι διπλάσια από την ευρωπαϊκή (συμπεριλαμβανόμενης της Ρωσίας) και μέχρι το 2100 πενταπλάσια!
Είναι διάφανη η αφρικανική πολιτική της Ουάσιγκτον. Ο πρόεδρος Ομπάμα συνάντησε ήδη, στις 28 Ιουλίου, εκατοντάδες Αφρικανούς επιχειρηματίες και καλεί τους Αφρικανούς πολιτικούς ηγέτες στην Ουάσιγκτον για μπίζνες. Η προστασία των επιχειρήσεων και της ιδιοκτησίας είναι πρώτη προτεραιότητα, η προστασία της δημοκρατίας και των δικαιωμάτων δεύτερη. Κόκκινη γραμμή: η ασφάλεια του Ισραήλ. Οι φιλοδυτικές και φιλο-επιχειρηματικές "δημοκρατίες" μπορούν να ελπίζουν σε οικονομική, διπλωματική και στρατιωτική βοήθεια, σε διαγραφές χρεών, στην υποστήριξη της Παγκόσμιας Τράπεζας, των δυτικών ΜΜΕ κ.λπ. Οι "κακές" χώρες όπως π.χ. η Ζιμπάμπουε, που μοίρασε τη γη των λευκών γαιοκτημόνων σε άπορους μαύρους, ή το Σουδάν, που αρνείται να αναγνωρίσει το κράτος του Ισραήλ, δεν έλαβαν πρόσκληση από την Ουάσιγκτον. Η χούντα του Σίσι, στην Αίγυπτο, είχε αρχικά αποκλειστεί, διότι δεν την είχε αναγνωρίσει η Αφρικανική Ένωση, αλλά, μετά την αναγνώριση, φαίνεται ότι θα είναι παρούσα, όπως βέβαια και η "απελευθερωμένη" Λιβύη!
Αυτά τα μάλλον γνωστά δεν πρέπει να επισκιάζουν την ορατή πρόοδο προς μεγαλύτερη σύνεση, συναίνεση και συνεργασία. Η επέμβαση στη Λιβύη, με τις τραγικές εσωτερικές και διεθνείς συνέπειες, έγινε με την ανοχή του Συμβουλίου Ασφαλείας του ΟΗΕ και της Αφρικανικής Ένωσης. Η σταθεροποίηση στο Ανατολικό Κονγκό (Κινσάσα) επιτεύχθηκε με ομόφωνες αποφάσεις του Σ.Α. και με την απόσυρση της μακρόχρονης αγγλο-αμερικανικής υποστήριξης προς τη Ρουάντα. Οι πολλαπλές ενέργειες εναντίον του Σουδάν, παραμένουν λίγο-πολύ εντός των πλαισίων της διεθνούς νομιμότητας και δεν έχει μέχρι σήμερα αποτολμηθεί επέμβαση τύπου Ιράκ, Λιβύης ή Συρίας. Η εκστρατεία της Αφρικανικής Ένωσης κατά των Σομαλών εξτρεμιστών μπορεί να είναι "μισθοφορική", αλλά τέλος πάντων δίνει κάποιο λόγο και κάποια επιρροή σε Αφρικανούς. Οι γαλλικές επεμβάσεις (Μαλί, Κεντρική Αφρική) έχουν γίνει με πρόσκληση νομότυπων κυβερνήσεων και με έγκριση περιφερειακών και διεθνών οργανισμών.
Παρά τις ανοιχτές πολεμικές πληγές που αιμορραγούν και την επέκταση της τρομοκρατίας, η συνολική εικόνα της ηπείρου -ιδιαίτερα της ΥΣΑ- παρουσιάζει θεαματική βελτίωση τις τελευταίες δεκαετίες. Οι μεγάλες δυνάμεις δεν αντιπαρατίθενται στρατιωτικά και οι νεκροί των συγκρούσεων είναι χιλιάδες αντί εκατομμύρια. Όταν λέμε "ο πρόεδρος Ομπάμα καλεί τους Αφρικανούς ηγέτες στην Ουάσιγκτον για μπίζνες", λέμε κάτι το πολύ θετικό. Δεν τους καλεί για πόλεμο. Και βέβαια για μπίζνες και όχι για πόλεμο, ενδιαφέρονται και οι Κινέζοι και οι Ινδοί και οι Βραζιλιάνοι και οι Τούρκοι και οι... Ευρωπαίοι!
Όλοι ξέρουμε βέβαια ότι αυτοί οι... "άθλιοι τριτοκοσμικοί", που έχουν κατακλύσει την Αφρική, επενδύουν "χωρίς αρχές". Δεν λένε στους Αφρικανούς πώς θα κυβερνήσουν τις χώρες τους. Δεν καίγονται για τις ανθρώπινες ελευθερίες, το περιβάλλον, τα δικαιώματα των παιδιών, των γυναικών, των ομοφυλοφίλων κ.ά. και σύντομα τα "τούβλα" ανάμεσα τους (οι χώρες της ομάδας BRICS) θα έχουν και δική τους τράπεζα επενδύσεων!
Σύμφωνα όμως με το Brookings, η πρώτη χώρα σε επενδύσεις στην Αφρική που αγνοεί τους δείκτες "καλής διακυβέρνησης" είναι η ίδια η Γαλλία (!) και ακολουθούν οι ΗΠΑ και η Κίνα με τον ίδιο ακριβώς βαθμό! Και με βάση τα στοιχεία της UNCTAD (της Διάσκεψης των Ηνωμένων Εθνών για το Εμπόριο και την Ανάπτυξη), ο μεγαλύτερος -με μεγάλη διαφορά- ξένος επενδυτής στην Αφρική δεν είναι η Κίνα, αλλά η Ευρωπαϊκή Ένωση. Και αν θέλετε να αγνοήσετε την Ε.Ε. και να δείτε χώρες, πρώτες είναι οι ΗΠΑ, δεύτερη η Γαλλία και τρίτο το Ηνωμένο Βασίλειο. Η Κίνα όμως δίνει απλώς τον τόνο, γιατί αναλαμβάνει κινδύνους και κάνει επενδύσεις εκεί που δεν τολμούν οι άλλοι.

Δεν καίγονται για τις ανθρώπινες ελευθερίες, το περιβάλλον, τα δικαιώματα των παιδιών, των γυναικών, των ομοφυλοφίλων κ.ά. και σύντομα τα "τούβλα" ανάμεσα τους (οι χώρες της ομάδας BRICS) θα έχουν και δική τους τράπεζα επενδύσεων!
Σύμφωνα όμως με το Brookings, η πρώτη χώρα σε επενδύσεις στην Αφρική που αγνοεί τους δείκτες "καλής διακυβέρνησης" είναι η ίδια η Γαλλία (!) και ακολουθούν οι ΗΠΑ και η Κίνα με τον ίδιο ακριβώς βαθμό! Και με βάση τα στοιχεία της UNCTAD (της Διάσκεψης των Ηνωμένων Εθνών για το Εμπόριο και την Ανάπτυξη), ο μεγαλύτερος -με μεγάλη διαφορά- ξένος επενδυτής στην Αφρική δεν είναι η Κίνα, αλλά η Ευρωπαϊκή Ένωση. Και αν θέλετε να αγνοήσετε την Ε.Ε. και να δείτε χώρες, πρώτες είναι οι ΗΠΑ, δεύτερη η Γαλλία και τρίτο το Ηνωμένο Βασίλειο. Η Κίνα όμως δίνει απλώς τον τόνο, γιατί αναλαμβάνει κινδύνους και κάνει επενδύσεις εκεί που δεν τολμούν οι άλλοι.
